If you mean what I think you are referring to, those washer looking things are nothing more than packing materials.  They cushion the chrome shelves and posts in transit.  I suppose you could spray paint them and use them for Christmas decorations.

I think you're talking about the plastic pieces that help hold the shelves into the pole grooves. Some brands call them "connectors, some call them "collars". They're basically gap/space fillers for between the pole

I bought two of these for storage in my church. I am really impressed with how sturdy %26 well made these are. They hold heavy bulk cleaning items like gallons of vinegar, windex, etc. It's been a few months %26 the quality hasn't changed. No shelves have bowed. The cart rolls easy on tile floor even fully stocked.
