Yes. I've ordered things from them for about 2 years now. I've been happy with every purchase. Usually the codes only last for a certain amount of time, so maybe it expired. As far as where it ships from, that's because most of the items are being sold wholesale direct from the manufacture. Most of the stuff you buy was bought from Hong Kong or a similar place, and then shipped to a third party like Walmart, Target, Amazon, etc. What does it matter if it skips the middle-man?

Followup. If you read the message that pops up when you put the code in, is says, "THAT COUPON HAS BEEN USED THE MAXIMUM NUMBER OF TIMES (mlc262404)." There's your answer.
